Affordable Housing Provision SPG

This page provides information on the Council's supplementary planning guidance concerning affordable housing.

Supplementary Planning Guidance (SPG) is produced by the Borough Council to provide extra guidance on and the interpretation of Local Plan policies. 

The Affordable Housing Provision SPG was adopted on 12 December 1996, and amended on 16 July 1998. It was prepared in accordance with Planning Policy Guidance 3: Housing (PPG3) and Circular 6/98. Since this time PPG3 and Circular 6/98 have been replaced by Planning Policy Statement 3: Housing (PPS3). The Council's Affordable Housing SPG remains a valid consideration.

Interim Approach

Reigate and Banstead Local Plan 2005 policy Ho 2 sets out the Council's affordable housing policy. This policy has been saved until such time an alternative policy is adopted by the Council. Policy Ho2 should now be read in conjunction with Planning Policy Statement 3: Housing (PPS3). 

PPS3 sets out that the national indicative minimum site size threshold for requiring affordable housing is 15 dwellings. In light of PPS3, the Council has adopted an interim approach to securing affordable housing on developments of 15 to 24 units. On a site by site basis the Council will seek to secure an element of affordable housing on such sites which will be determined through the planning application process.
