The Planning Framework
The Planning Framework for the Merstham Estate Local Centre will guide physical regeneration in the heart of Estate, and help deliver the objectives set out in the Corporate Plan and Merstham Estate Regeneration Plan. It focuses on proposals for a new community hub, new shopping provision and housing, and improvements to public space.
Consultation on a draft Planning Framework took place from 10 August to 20 September 2011. Consultation responses have now been analysed, and a revised Planning Framework has been prepared. The Council’s Executive approved the final Planning Framework at their meeting on 17 November.

The Planning Framework is being prepared in advance of the Development Management Policies DPD, but will eventually be incorporated into the DPD.
Background information
Work on regeneration initiatives for the Merstham Estate has been ongoing for a number of years.

In 2006, a draft Supplementary Planning Document was prepared and consulted on. Following consultation, adoption of this SPD was not progressed as it was decided to incorporate policies and land allocations for the regeneration area in the Development Management Policies DPD. However, delays to the preparation of the Development Management DPD mean that interim guidance is now needed for the Merstham Estate Local Centre. The previous work and consultation responses have helped inform the development of the 2011 draft Planning Framework, along with new studies and information.
