Sustainable Construction Evidence Base
This page contains the evidence base on sustainable construction related topics that inform the Local Development Framework.
Balance Trading Feasibility Study
Balance Trading is a new policy instrument being developed by eaga plc. This would enable the net carbon emissions from new housing development to be offset by providing for S106/tariff funded investment (or direct contributions) via a Local Carbon Reduction Fund to finance energy saving installations and the application of renewable technologies to eco-retrofit nearby neighbourhoods.
The project draws on a recently completed research project to assess the requirements of establishing a Low Carbon Reduction Fund, carried out for the borough by the Energy Centre for Sustainable Communities.
Redhill Landfill Gas Combined Heat and Power District Heating Project
A study was undertaken in 2004 to assess the feasibility of creating a district heating system in Redhill to be provided with renewable heat from existing landfill gas engines on the Biffa Waste Services site.

Redhill Town Centre Developement CHP Screening Analysis
This document provides a an outline feasibility study of installing a combined heat and power scheme to supply electrical power and district heating to the proposed Redhill town centre development.
Coppice and Wood Fuel Supply Chains
The following studies have been undertaken to assess the potential for short rotation coppice planting in Horley and a wood supply chain.
