Borough Wide Landscape and Townscape Character Assessment
The purpose of this study to to provide an assessment of character and access to facilities and infrastructure. This sets out the assessment for potential development.
Phase 1 of the assessment looked at local distinctiveness and areas with special and valued characteristics.

Phase 2 Report identifies the most suitable locations for development, taking account of the Borough’s townscape character and areas that are sensitive to change. Other considerations include access to facilities and services, the need to maximise the need for renewable energy and the need to address local social, economic and environmental issues.

PPG17 Open Space, Sport and Recreation Assessment
This assessment has been undertaken in accordance with the requirements of PPG 17: Planning for Open Space, Sport and Recreation. It replaces an earlier review of July 2008.
The aims of the assessment were to:
- Quantify open space and recreation provision within the borough
- Identify standards for the amount, accessibility and quality of this provision
- Determine current and likely future deficiencies in relation to the standards
- Provide an evidence base for future open space and leisure planning in the borough (Green Infrastructure Strategy)
Both public and private land and recreation facilities were included in the assessment. The standards were set with reference to national guidance and by undertaking local consultations with residents to determine to what extent they were satisfied with existing provision, how far they expect to travel, and their views on the quality of the space.
The assessment forms a background document for the Local Development Framework. Its purpose is to act as an evidence base for future open space and recreation planning for both corporate and planning policy purposes. The next stage will be to develop a Green Infrastructure Strategy, which will inform policy and priorities in open space and leisure provision, as well as integrating wider environmental and biodiversity aims of the Council. It will also inform other planning documents, such as the Merstham Planning Framework. The report and appendices are available to download below.
