Housing Evidence Base

This page contains the Housing Evidence Base used for the Local Development Framework, including the Core Strategy.

Affordable Housing Viability

In November 2006, Reigate & Banstead Borough Council commissioned consultants Adams Integra to assess the economic viability of a range of future affordable housing policy options for the Borough. Completed in August 2007, the study includes an assessment of the economic viability of a range of affordable housing thresholds and proportions. An update of the study was completed in December 2009.

East Surrey Gypsy and Traveller Accommodation Needs Assessment

The East Surrey Gypsy, Traveller and Travelling Showpeople Accommodations Assessment considers the accommodation needs of Gypsies and Travellers in East Surrey. The area of study covers the districts of Epsom and Ewell, Reigate and Banstead, Mole Valley and Tandridge. The assessment includes the need for both permanent and transit sites for Gypsies, Travellers and Travelling Showpeople residing in or travelling through the area.

Housing Context Technical Paper

The Housing Context Technical Paper was prepared in support of the Core Strategy Outstanding Issues Consultation (September 2011). It summarises the policy context and a range of housing-related.

Strategic Housing Land Availability Assessment (SHLAA)

The SHLAA is used as part of the evidence base to support the delivery of sufficient land for housing to meet the demand for more homes. The aim of the SHLAA is to identify sites with potential for housing, assess their housing potential and assess when they are likely to be developed. The SHLAA should identify specific deliverable sites for the first five years of the plan period, identify a further supply of specific developable sites for years 6-10, and where possible, for years 11-15.

The SHLAA is updated annually. Please submit sites for consideration in the 2012 SHLAA using the following form:

SHLAA 2011

The SHLAA 2011 constitutes a full re-survey of housing land availability in the borough. It will be updated in spring 2012.

Previous versions of the SHLAA are also available.

Strategic Housing Market Assessment (SHMA)

The SHMA is intended to assist the Council's understanding of the nature and level of housing demand and need, both affordable and market. The Council completed an update of the Strategic Housing Market Assessment in 2012.

An East Surrey assessment was undertaken jointly for the authorities of Elmbridge, Epsom and Ewell, Mole Valley, Reigate and Banstead and Tandridge and completed in 2008. The Market Assessment also considers the most appropriate levels in terms of type, location and tenure of all new housing.
