3. Regulation 19 Publication
Regulation 19 publication of the Proposed Submission Development Management Plan is a statutory stage, prior to the submission of the draft Development Management Plan to the Secretary of State.
This pre-submission publication stage ran between 10 January and 4 May 2018 and is now closed.
During the Regulation 19 stage the Council invited representations to be made on the draft Development Management Plan. This version was a draft of the Development Management Plan which the Council considered to be ready for examination.
Following this consultation period we read, collated and analysed all of the comments received. A redacted copy of all the representations received can be found here. The Council's analysis and responses to the main issues raised in the representations are set out in the Publication Statement and can be found here. These were forwarded to the independent planning inspector, alongside the Development Management Plan and associated documents, when it was submitted to the Secretary of State on 18 May 2018.

The Consultation Statement identifies how comments raised at the Regulation 18 stage were taken into account to prepare the updated Regulation 19 Proposed Submission Development Management Plan.
