Development Management Plan

The Reigate and Banstead Development Management Plan (DMP) was formally adopted by the Council on 26 September 2019.

Alongside the Core Strategy, the DMP forms part of the statutory Development Plan for the borough and is used in decision-making on planning applications.

The DMP supports the delivery of the vision, objectives and strategy for growth established in the Core Strategy.

The DMP contains:

  • Detailed policies that will be used to guide and assess planning applications. These cover a range of topics including economic development, town centres, design, open space, transport, climate change, natural and built environment, and the Green Belt.
  • Policy designations that identify areas where a particular approach will be taken to development
  • Site allocations which identify sites where a particular type and scale of development will be delivered

Policies Map

The Core Strategy and DMP are accompanied by a Policies Map which identifies how the policies within these documents apply geographically across the borough. It shows the range of policy and environmental designations which apply in the borough and the location and boundary of site allocations.

The Policies Maps are available to download below. An interactive verison of the map is currently being prepared and will be made available shortly. 

Parking Standards

The DMP (Annex 4) introduces local minimum parking standards for residential development.

To assist applicants and stakeholders in applying these standards to development proposals in the borough, a calculator and interactive map has been produced. 


Adoption of the DMP followed a formal examination process conducted by an independent Inspector. A copy of the Inspector's Report (July 2019) is available to download above.
