Self Build/Custom Build Register

The Government wants to enable more people to build or commission their own home and Local Authorities are required to maintain a register of people who are seeking to acquire land to build a home. 

You can apply to be included on the Reigate and Banstead self build and custom housebuilding register by completing the registration form below and returning it by:

  • Email: 
  • Post: Planning Policy Department, Reigate & Banstead Town Hall, Castlefield Road, Reigate, RH2 0SH.

The register is separated into two parts:

  • Part 1 - People with a local connection to the Borough (i.e. living or working in the borough of Reigate & Banstead) or an individual from the regular armed forces.
  • Part 2 - People who do not have a local connection.

You will be required to provide evidence that you meet the eligibility criteria – criteria and the evidence required can be found in the advisory notes document that can be found below.

Please note that any information, documentation, or data submitted in connection with your application to be included on the self/custom housebuilding register will be processed in accordance with the General Data Protection Regulations (GDPR) 2018.  Your information will be collected to enable us to confirm your eligibility for entry onto the register; for monitoring of demand for self/custombuild plots; and to enable us to contact you should any plots meeting your requirements become available.  For more details, please refer to the Self and Custom housebuild privacy notice (PDF)

What is self build and custom build?

Self-build usually means that you are directly involved in organising the design and construction of your new home and you physically build your home on your own with or without the help of sub-contractors.  

Custom build usually means commissioning the construction of your home from a builder, contractor or package company – essentially working with a specialist developer to help you deliver your home.  There may be some overlap between the two - for example some custom build developers offer the option of a serviced plot where you can design and build your own home as part of a larger scheme.  Either of these may be carried out by private individuals or groups of people. 

The register will provide an indication of the demand for self/custom build in Reigate and Banstead and help the Council develop its housing and planning policies required to support appropriate self and custom build projects.  

Please note: An application for entry on the register does not guarantee inclusion on the register, and registration does not guarantee that a suitable plot of land will be identified or will become available. Self and custom built homes are subject to the same requirements for planning permission as other homes.
