Local Authority Pollution Prevention Control (PPC)

The Council has a duty to regulate certain types of installations within our Borough to reduce pollution and in particular improve air quality and these installations include dry cleaners, vehicle resprayers, Mobile Concrete Crushers and petrol filling stations. 

Our role in the regime is to issue permits which set controls and emission standards to minimise pollution from certain industrial activities. Business that operate certain types of installation therefore must have a permit from the council (A2 and Part B installations). All permitted installations within our Borough are entered on a Public Register.

Who needs a permit?

Anyone operating an activity that is listed in Part 2 of Schedule 1 of the Environmental Permitting regulations 2016 requires a Permit. Anyone wanting to operate an A1 activity needs to apply to the Environment Agency and anyone wishing to operate a Part A2 or Part B activity must submit an application, with the appropriate fee, to us. We must then consider the permit application making reference to government guidance to determine whether to issue or refuse the permit application. Installation Types

If you operate an industrial process that falls under Schedule 1 of the Environmental Permitting Regulations 2016 you will need to apply for an environmental permit. There are three types of permits:

Part A1

These are regulated by the Environment Agency (GovUK) and cover industries that are considered to be the most polluting, such as large scale power stations, chemical works and pharmaceutical production. A1 premises are regulated for emissions to air, land, water and other environmental considerations such as noise, vibrations, waste and energy usage.

Part A2

This category is regulated by Local Authorities (Reigate and Banstead Borough Council) and is seen as a medium risk to the environment and human health. If you operate a galvanizer for example, you may be regulated as an A2 premises. A2 premises are also regulated for emissions to air, land, water and other environmental considerations.

Part B

These industries are regulated by Local Authorities (Reigate and Banstead Borough Council) and are considered to be less polluting. Industries such as Petrol Filling Stations, Dry Cleaners, Mobile Concrete Crusher Plant and vehicle refinishers will fall into this category, and they are only regulated for emissions to air.
