Safety when giving credit or debit card details

3D Secure
3D Secure is a security initiative which gives you enhanced protection when making payments online. 3D Secure includes two security programmes – "Verified by Visa" and "Mastercard SecureCode".
Why we use it
Like many companies, we take the privacy and security of its customer data and payment details very seriously. Reigate & Banstead already employs a number of advanced fraud prevention and detection initiatives that are detailed in our Privacy and Security policy to protect your details while they are being entered into our systems, as well as during the administration of your policy.
3D Secure is a card payment industry initiative that is designed to prevent the fraudulent use of credit and debit card details by requiring the person using the card to know an additional piece of information that is not physically present on the card. This helps reduce the potential for your card being used without your permission if it is lost or stolen. Additionally, this information cannot be "skimmed" from the card.
Verified by Visa and MasterCard SecureCode
These are security programmes created by the major card Suppliers (Visa and MasterCard). They allow you to create your own personal password/PIN, known only to you, for use as an extra security measure each time you use your Visa or MasterCard (including Maestro) payment card to make a future payment online on a participating website.

Penalty Charge Notices
Appealing a penalty charge notice
Motorists who receive a Penalty Charge Notice and wish to challenge the ticket can write to the council at the address below.
On receipt of a letter challenging the Penalty Charge Notice the council will put the case on hold until a decision has been made on your particular case. If for any reason you are asked to pay the Penalty Charge the council will give you a further 14 days to pay the discounted penalty charge from the date of council’s reply.
Alternatively you may like to consider paying the discounted penalty charge of £25 or £30 and write to the council challenging the Penalty Charge Notice.

Reference
There are two reference numbers associated with making a payment:
The Penalty Charge Notice (PCN) reference which you are making the payment against, and after the payment has been accepted, you are issued with a Receipt reference.
PCN reference is on the ticket
The PCN reference will be displayed on the parking ticket issued by the Council. It will be 10 digits long and will start with either RI or RZ. e.g. RI12345678for tickets issued within Reigate & Banstead. Tickets issued in Tandridge will start with either TJ or TE . Sometimes the last digit will be a letter.
PCN reference rejected
The PCN reference is checked to see if it is a valid format, to prevent the accidental mis-keying of information. Please double-check that you have entered the number fully and correctly.
Invoices
Invoice and account number
Your invoice and account numbers are on the top right hand side of your invoice.
Rejected invoice and account number
Check that the numbers entered are correct and also check that the post code is the same as that quoted on your invoice. Should you still encounter any problems please contact the Council on 01737 276727 from 08:30 to 17:30 Monday to Friday. Any other queries contact the telephone number on the invoice.
Paying part of the invoice
Only the full amount of the invoice will be accepted.
Fee for payment
There is a fee of 1.8% (including VAT) for payment by credit card but not for debit cards.
