Latest news
Proposals for improvements to the Preston estate were approved by the Council's Executive on 19 April 2012. The proposals include the new housing development on the former De Burgh playing fields site (owned by Surrey County Council) and part of the Merland Rise recreation ground, as well as improved leisure, youth and community facilities. We will be working closely with Surrey County Council to deliver the proposals. At their Cabinet meeting on 27 March 2012, they also committed to the delivery of the proposals.
The proposals are detailed in the Preston Planning Framework (PDF document [886.8Kb]), which sets out the policy principles and site allocations to guide the regeneration of the area. Public consultation took place between November 2011 and January 2012. Thank you to everyone who has given their views. A summary of the findings can be viewed on the consultation feedback page. Next steps
The Council's Executive has approved the preparation of an outline planning application for the developments on part of the recreation ground, including the leisure centre, community and youth facilities. This application will be submitted in the autumn.
The Council's Executive has also given authority to spend some New Growth Points funding on some initial pilot projects. These projects will enable us to identify the best solutions for issues such as parking problems. We will consult those directly affected later this year.

Background to the regeneration of the Preston area
For a number of years Reigate & Banstead Borough Council and Surrey County Council have been working with partners and local residents in the Preston area on a range of initiatives to improve the quality of life for local people. There have already been a number of notable successes, including fun days, summer schemes for young people and crime reduction and anti-graffiti initiatives.
Vision and objectives
The vision for the regeneration of the Preston area is summarised below:
Vision
The proposed regeneration of the Preston area will transform the local environment, making it a more attractive, desirable and safer place in which to live, work and play for this and future generations. A new village centre or 'hub,' will provide a focus for social, leisure and community activity. The quality and choice of housing will be greatly enhanced, with new building, improvements to existing homes, a greater range of affordable housing options and new housing for market sale.
The area will be better connected and linked to the new centre, with improved access to the wider neighbourhood and vital transport links. High standards of design and environmental sustainability will be maintained throughout the regeneration process.
Objectives
Improve housing for new and existing residents - through the creation of new homes (of which 75% will be market housing, 15% shared ownership and 10% affordable rented); endorsement of the local lettings policy giving priority to local residents; and a programme of improvements to existing homes.
Creation of a new community hub - incorporating the new leisure centre and enhanced youth and community facilities to provide a focus for social, leisure and community activity.
Infrastructure and Open Space Improvements - addressing parking and traffic flow problems; better delineation of public and private space; supporting sustainable transport and improving the amenity value of open spaces.
