Horley Masterplan
This page is about the Horley Master Plan which provides the planning policy framework for the delivery of our growth and regeneration proposals.
The Horley Master Plan was adopted in 2005 as part of the Borough’s Local Plan.

Key themes of the Masterplan
2,600 new homes
The majority of new homes will be located in two new neighbourhoods, known as the North East and North West Sectors, with the remainder being built on smaller sites across the town.
The new homes will include a range of houses and flats of different types and sizes. 25% of the homes will be 'affordable' to meet local needs, whilst the remainder will be for private sale.
Better public transport 
Public transport services will be enhanced through the extension of the Fastway bus service that will link the two new neighbourhoods, Horley town centre and the wider surrounds of Gatwick and Crawley.
To reduce the need to travel, development will be built in locations that are supported by local facilities and that can be reached easily on foot or by bike.
Major investment will also be made to the local highways network.
Enhanced recreation and leisure facilities
Exciting new leisure and recreational facilities will be provided, such as a leisure centre, a Riverside Green Chain and local sport and play facilities.
Neighbourhood centres 
A neighbourhood centre will be built in each of the sectors to provide for people's everyday needs.
The centres will include a local primary school, a community hall and local shops.
Horley town centre regeneration
Measures will also be introduced to help breathe new life into Horley town centre.
