Annual Monitoring Report

This section allows you to download the Annual Monitoring Report (AMR), a publication produced annually by the Council, which assesses the performance and effectiveness of local planning policies and progress with the preparation of the Local Development Framework (LDF).

The Annual Monitoring Report for the period 1 April 2010 to 31 March 2011 is available to download below. 

The Draft Local Planning Regulations published by Government in July 2011 remove the requirement for local authorities to prepare an annual monitoring report for the Secretary of State but retain the need to report to local people on the issues deemed to be important locally. The Government withdrew guidance on monitoring indicators in March 2011. 

The Council believes that monitoring is an essential part of good plan making and is committed to the plan, monitor, manage approach. We would welcome any suggestions or recommendations as to how the monitoring process can be taken forward to provide the most accessible, relevant and meaningful information to local people. Please submit comments in the following ways:

What is the Annual Monitoring Report?

The main purpose of the Annual Monitoring Report is to assess the performance and effectiveness of the planning policies set out in the Council's development plan. Performance is measured against a series of indicators, some of which were previously prescribed nationally by Government (Core Output Indicators) and others which are established by the Council to reflect local circumstances and priorities (Local Output Indicators). From this, the AMR identifies where future actions are necessary and where changes may be required to existing policies to ensure their ongoing effectiveness.

In addition to this, the document also reviews the Council's progress with the preparation of the Local Development Framework (LDF) against the timetables and milestones set out in the Local Development Scheme (LDS).
