Public Sector Board

This page tells you about the background to the Public Sector Board and how its work is progressing.

At its meeting on 24 February 2011, Reigate & Banstead Borough Council’s Executive agreed to establish a Public Sector Board in partnership with Surrey County Council.

Both authorities want to improve the prosperity of the borough and deliver the best public service to their residents. To do this they have  adopted a highly co-ordinated and focused approach.

The Board will work to create new opportunities and to develop projects in areas of specific mutual interest, including asset management, regeneration and neighbourhood services.

Aims

The Board is a high-level strategic forum where options for improving public services and the local environment can be explored and moved forward.

Key areas of mutual interest include:

• regeneration of Redhill, Horley, Preston,Merstham and Banstead,
• more efficient waste collection and recycling, with less use of landfill
• ensuring residents gain from new developments through increased investment in infrastructure - Surrey Infrastructure Capacity Project (Surrey Improvement Partnership website).

Memorandum of Understanding

A joint Memorandum of Understanding   (PDF document [217.7Kb])has been signed by the Leaders of Surrey County Council and Reigate & Banstead Borough Council, setting out all the goals in more detail.

Although the Memorandum is not a legally binding document, it sets out a management framework and principles which both authorities have agreed to adopt in focusing on the delivery of mutual goals.

Membership

Members of the Board are all senior members of the SCC Cabinet and RBBC Executive, with the power to move projects forward swiftly and to get things done.

Board meetings

Meetings of the Board are held regularly, once every two months on average. They are private meetings because of the confidential or commercial nature of much of what is discussed and to allow for an open exchange of views.

Both Councils are keen to keep the public aware of the projects and topics under discussion, however, and regular meeting updates can be downloaded below.

For the future

Over time, and as projects move forward, the Board will  welcome senior representatives from other key local organisations, such as the Police, voluntary sector, housing associations and the health sector.

The initial emphasis, however, is on the Borough and the County Councils  examining their opportunities to make the best use of public assets, and to agree the framework in which to progress regeneration projects and initiatives of benefit to residents.

With this in mind, Memorandums of Understanding have already been signed with Surrey Police and with Raven Housing Trust. They, and other organisations, will become more involved in the work of the Board as the projects in which they have an interest progress.
