Local Community Action Plan process

This process aims to engage local communities in informing the central Community Planning Process of the Borough Council and its partners.

This is a relatively new approach to local area based working within the Borough Council. This approach gives local communities new opportunities to ensure that their needs and aspirations are considered and to demonstrate that their involvement can make a difference. It will also help keep the Borough Council and the Local Strategic Partnership in touch with local issues as it formulates and delivers the Community Plan.

The Community Liaison Officers' role is to assist local Ward Members in facilitating the preparation of Local Community Action Plans. These Plans are based on widespread consultation and the collection, dissemination and analysis of evidence-based materials that supports the effective and efficient delivery of community centred services.

The resulting Plans help to influence the Council’s and, through the Local Strategic Partnership, its partners’ spending plans at the appropriate budget setting time.

Published Local Community Action Plans have addressed a wide range of community-based issues including:

  • Parking and traffic flow in local shopping parades
  • Sense of identity and place
  • Poor highways maintenance
  • Speeding vehicles on local roads
  • High levels of litter
  • Dog fouling
  • Lack of facilities/opportunities for young people
  • Anti-social behaviour
  • Youth anti-social behaviour
  • Poor public transport
  • Sustainability of the Voluntary/Community sector
  • Isolation
  • M23/A23 interchange
  • Fear of crime
  • Recycling
  • Pedestrian access
  • Consultation regarding telephone masts
  • Graffiti
  • Developing a new community
  • Planning

Consultation with the community has taken place through a variety of ways including:

  • Neighbourhood fora
  • Stakeholder fora
  • 1 to 1 interviews
  • Telephone survey
  • ‘Door knocking’
  • Public events
  • The use of ‘Question wizard’ interactive software
  • The collection of ‘Issue’ diaries
  • Questionnaires
  • Resident’s Association meetings
  • Community website
  • Draft Local Community Action Plan feedback events

The intention of the process is to work on a range of issues in each Plan. Some of these may be resolved quickly whilst others will require medium or long term planning to resolve. The process focuses on the reallocation of existing budgets as much as identifying new funding.

Once the Local Community Action Plan is developed the responsible Community Liaison Officer will move to a new area. However monitoring procedures are in place. This will ensure that the Plans are, wherever possible, implemented as published.
