Street collections policy

This page provides information and advice about the Council's policy on street collections in the borough.

The Council aims to secure a fair allocation of collection permits amongst the various organisations wishing to undertake collections in the Borough's area.

Not more than one street collection shall be issued for the same day in the same town centre location or area of the Borough.

Saturday is known to be a 'favoured day' for street collections. No organisation will be allocated a permit for more than one 'favoured day' in a calendar year in respect of any one locality, except as provided for in paragraphs 4 and 5 below.

No allocations will be made in respect of the two weeks leading up to Christmas until such time as the activities traditionally organised during that period by the local Round Tables, Lions and Rotary Clubs to raise funds for local charitable purposes have been accommodated. Those activities will not be subject to the provisions of paragraph 3 above.

Local charitable organisations which receive and accept invitations to participate in, and raise funds at, late night Christmas shopping promotions organised by the local Chambers of Trade and Commerce will not have permits issued for that purpose held against the limit stated in paragraph 3 above, nor will the policies in paragraphs 2 and 4 apply.

The Saturday immediately preceding Remembrance Sunday will be reserved for the British Legion's Poppy Appeal.

No allocation for one calendar year will be made before 1 July of the preceding year. Organisations seeking permits to be advised to submit their applications by the date requested in the preceding year to have the best chance of being allocated their preferred date.

No guarantee can be given that an organisation's preferred date will be allocated to that organisation.

Where more than one organisation applies for a permit for the same date, the allocation of that date will be determined by ballot on which the Chief Executive's decision shall be final.

If the Council is unable to allocate the preferred date, wherever possible, alternatives will be offered.
